The Norwich Planning Commission is experiencing significant upheaval in membership. The latest: Planning Commission Chair Jacqueline Allen and Vice Chair Brian Loeb have resigned “effective immediately,” that is May 18. That brings the turnover in membership to four on the seven member commission since Town Meeting. Selectboard mailbag: Preferred site status for solar

In the packet for the Selectboard meeting on April 14, 2021, is correspondence to the Selectboard on an issue of concern to me. That issue is the Town Plan’s declaration that essentially all land in Norwich is a preferred site for solar development. [Update] Protect ridgelines or allow solar?

The Norwich Selectboard will not object before the PUC to a solar facility being built in a ridgeline protected area. That position won the day, notwithstanding the community values against such development articulated in the Town Plan. Family objects to solar panel farm in ‘front of our house’

The relaxed solar siting rules in Norwich have possibly claimed its first casualty. Observations: Norwich Selectboard meeting of 4/22

Some miscellaneous and/or random observations after watching the CATV video of the Selectboard meeting of April 22, 2020. Draft meeting minutes are here. TRORC approves Town Plan. This was lost in the shuffle a bit, at the meeting. Approval by the regional planning commission is a significant event, in particular because the 2018 Town Plan did not get the TRORC’s imprimatur. “Thanks for keeping it local,” is a Norwich mantra. Except … when it comes to the siting of solar panel farms. In that case, the Selectboard and Planning Commission think its okay to punt those decisions to the PUC. It is part of the new Town Plan, adopted by the Selectboard on Saturday, March 7. Dates set for Selectboard hearings on Town Plan (and Town Eating Day!)

The Norwich Selectboard set Wednesday,February 26 at 630 PM and Saturday, March 7 at noon as the hearing dates on the Planning Commission’s draft Town Plan. That plan, approved on January 16, is available here. Both hearings will take place at Tracy Hall. Also, the hearing on Saturday in March will be held in conjunction with Town Eating Day, a pot luck meal event designed to bring Norwich residents together. “Meeting-ed out”? Are solar siting standards in the draft Town Plan too lax?

Imagine Norwich clear cut of all trees and replaced by acres and acres of solar panel farms. Far fetched – yes. But, such a scenario is supported by the Renewable Energy Project Siting Standards at pages 28 and 29 in the Planning Commission’s draft of the Town Plan.
